One way would be to use a different high voltage supply, with a 12 volt wall adapter as the power source, and modulate the 12 volts going in.
If you have DC going to the tubes (Geissler or Crookes tubes), then a sufficiently powerful electromagnet placed on the outside of the tube, or wrapped around the tube (at a small distance, for reasons of heat dissipation) will modulate the plasma with whatever signal you feed to the magnet (the "Pinch Effect").
